Oh, and a workaround is to design your neighborhoods in a way that makes wanderers go around in a circle, keeping houses always stocked. Maybe it was the difficulty setting? I'll try it and let you know. Now that you mention it, I do remember houses could store a lot more of those items when I played this game as a kid.
